After weeks of hearings, aldermen face the first in a series of votes on Monday to approve the city’s $11.65 billion spending plan.

And they won’t be able to count on help from the state or federal government to close an $838 million budget gap, after state lawmakers declined to push through Mayor Lori Lightfoot’s attempt to hike Real Estate Transfer Taxes on multi million-dollar properties.
