Facing a historic $410 million budget gap opened by the COVID-19 pandemic, Cook County Board President Toni Preckwinkle in October submitted a $6.9 billion proposal for the county’s 2021 budget. Her plan avoids tax increases and mass layoffs by cutting hundreds of vacant positions and dipping into the county’s reserve funds. Following a week of hearings, county commissioners are submitting their proposed amendments to the budget proposal and plan to vote on a final plan on Nov. 24.
